Zoos and aquariums are the main ex situ conservation institutions in charge of caring for and conserving animal species. The debate on animal welfare in these institutions is far-reaching because, through Council Directive 1999/22/EC of March 29, 1999, on the maintenance of wild animals in zoos and the subsequent Law 31/2003, of October 27, wildlife conservation in zoos or the North American Animal Welfare Act, especially concerned with animal welfare, the management parameters of zoos and aquariums are changed to focus on the programs of conservation, education and veterinary care, in addition to the provisions in the field of wildlife conservation as tools for internal and external evolution. In short, we are facing the first legal work on zoos and aquariums in Spain.
