Professor of Public International Law and International Relations at the Universidad Complutense de Madrid. Director of the research program on US Foreign Policy at the Instituto Franklin-UAH. His main areas of research are International Security, International Relations Theory, NATO, International Relations in Asia and the Pacific, Spanish Foreign Policy, nuclear weapons, militarization of space, DMO, high technology and cyber-warfare, economic warfare, maritime power, naval strategy, geopolitics and strategy.
